ART. 3.
All citizens have equal social dignity and are equal before the law, without distinction of sex, race, language, religion, political opinion, personal and social conditions.
is the duty of the Republic to remove obstacles to economic and social nature which constrain the freedom and equality of citizens, prevent the full development of the human person and the effective participation of all workers in the political, economic and social development of the country.
Article 138
Laws amending the Constitution and other constitutional laws are adopted by each House after two successive debates at intervals of not less than three months, and shall be approved by absolute majority vote of each house in the second [cf. art. C.4 72].
laws are submitted to a referendum [cf. art. C.6 87] when, within three months of their publication, such request is one-fifth of the members of a House or five hundred thousand voters or five regional councils. The law submitted to referendum is not promulgated [cf. Articles. 73 c.1, c.5 87], unless approved by a majority of valid votes.
shall not be held to a referendum if the law was passed in the second voting by each of the Houses by a majority of two thirds of its members.
